The development of EU foreign policy

Sir Robert Cooper reflects on the making of EU foreign policy since the EPC, how the devasting EU experience in the Balkans shaped the EU foreign policy development, and the ingrained contradiction between abolishing foreign policy and establishing an international identity for the EU. He reflects on the important role of skilful politicians and diplomats, as well as the added value of the EEAS. Cooper creates an engaging and vivid sense of how EU foreign policy is still different and maybe ought to stay like this.
