The aim is to share insights about the EU as international actor and current discussions in
Europe, while learning more about the Thai perspective on the strengthened partnership
and cooperation with the European Union. The roundtable is part of RENPET’s
intercontinental outreach and exchange tool which aims to strengthen the debate, global
exchange and understanding between academics, policy makers and other key stakeholders
about EU foreign policy and the foreign policy of the EU’s partners.

Overview and details of the session of this conference:
The COVID-19 pandemic and Russia-Ukraine war have changed the landscape of the higher education and challenged existing conceptualisations and frameworks for understanding. This has led to debates on what kind of adaptability we need, how we can introduce the innovative reconsiderations. In this roundtable – style open discussion, we want to focus on the lessons-learnt and discuss the opportunities but also future challenges for academics.
The purpose of this panel is to discuss examples of innovative approaches to teaching and learning in EU Foreign Policy courses. We particularly want to focus on the experiences with novel pedagogic methods or ways of learning and moreover provide evidence in the context of existing literature on teaching and learning in higher education. The contributors can discuss issues such as the ways of overcoming existing barriers, disciplinary and inter-disciplinary perspectives and practices, use of new technology, employment of non-traditional assessment methods and examples of problem based-learning, among the others. We expect the contributors to showcase examples of good practice whilst providing inspiration and encouragement for improving existing ways of teaching and learning.
1. What experiences have shaped our thinking of academic and professional work in a positive and negative way, that we want to keep and further professionalize?
2. What existing academic structures trends have been aggravated during the past three years?
3. What has been lost or profit in academic and professional life during the past three years? What are the elements of our new interactions that we can replicate in the future?
The session is proposed by the Jean Monnet network RENPET to foster academic dialogue on key professional issues and trends.

The development of EU foreign policy

Sir Robert Cooper reflects on the making of EU foreign policy since the EPC, how the devasting EU experience in the Balkans shaped the EU foreign policy development, and the ingrained contradiction between abolishing foreign policy and establishing an international identity for the EU. He reflects on the important role of skilful politicians and diplomats, as well as the added value of the EEAS. Cooper creates an engaging and vivid sense of how EU foreign policy is still different and maybe ought to stay like this.

NORTIA is delighted to announce the winners of our Student Essay Competition on “50 years of European foreign policy cooperation”
The winners of our NORTIA student competition 2020 are
Patricia Senge and Mathias Weidinger
with their essay
“MEPs’ Receptiveness to Third Country Interests in the Framework of ACP-EU Parliamentary Diplomacy”.
Patricia Senge (Maastricht University / University of Oxford) researches European foreign policy, particularly European human rights relations with China. She holds a Bachelor in European Studies from Maastricht University. After interning at the Asia-Europe Foundation in Singapore she assisted the German Human Rights Council team as a political trainee at the United Nations in Geneva. Currently, she is pursuing her Master degree in European Politics at the University of Oxford.
Mathias Weidinger (Maastricht University & UNU-MERIT) researches how people respond to adversities such as poverty, climate change, hazardous working conditions or political upheaval. He holds a Bachelor in European Studies from Maastricht University and is currently finalising his Research Master in Economics as well as his MSc in Public Policy (Social Protection) in Maastricht. His thesis investigates the effects of global warming on agricultural child labour incidence and household welfare in rural Nigeria.

We also congratulate the following two candidates, whose essays have been selected to be published via the NORTIA website:
Silvia Molino (UCL) for her essay “Geo-Economics the European Way: A Qualitative Analysis of the EU’s Strategy: Connecting Europe and Asia”.
Silvia holds a Masters degree in European Politics & Policy from University College London (UCL). Here, she focused on geo-economics and the identity of the European Union as an international actor, with emphasis on the trade-foreign policy nexus and policy coherence within the Union’s External Action. Silvia is also particularly interested in the impact of Brexit on the sense of European identity of EU nationals, a topic on which she conducted original research as part of her undergraduate thesis. Silvia currently works as a Public Affairs and Strategic Communications analyst in London.
Mirai Neumann (KU Leuven) for her work on “EU’s external cultural diplomacy vis- à-vis Japan: The Implementation of European External Cultural Policy by the EU Delegation to Japan compared to the External Cultural Policy of Germany”.
Mirai Neumann graduated from the KU Leuven with a Master degree in European Studies, where she was particularly interested in European cultural policy and European foreign policy. She holds two Bachelor degrees from the University of Heidelberg, namely in Ethnology and East-Asian Studies. After interning at the European Court of Auditors, she is currently working in the European Parliament as an parliamentary assistant.

EU humanitarian aid and EU-UN relations: between LSE and IBEI

Currently, in the third year of a PhD at the London School of Economics (LSE), Irene Morlino is working on a thesis aiming at empirically investigating the effectiveness of EU humanitarian aid, thus assessing the influence that the EU has in the international arena. Based on case studies, the research aims at filling the gap in EU foreign policy literature which lacks an extensive empirical study on the concrete implementation and effectiveness of EU policies. The thesis focuses on an understudied sector of EU foreign policy, often associated with EU development policy, that is EU humanitarian aid. This sector is becoming increasingly important due to the rise of natural and man-made disasters following climate change and wars. In this context, the EU is committed to providing humanitarian aid to people affected by crises and it is one of the top humanitarian aid donors worldwide. Besides the thesis, Irene is also working on a paper that aims at empirically assessing the role of the EU vis-à-vis the UN in humanitarian aid, particularly in food assistance in countries such as Chad and Ethiopia.
The residency at Institut d’Estudis Internacionals de Barcelona (IBEI) thanks to the NORTIA bursary is an important step for her academic career and personal development. At IBEI, Irene is having the opportunity to share her work with brilliant academics and PhD students who are contributing to her research. Indeed, thanks to valuable inputs and comments received during the stay, especially by Dr Robert Kissack, Irene re-thought her thesis’ case studies, thus determining the future fieldwork and research and is also currently re-elaborating her paper on EU-UN relations. The stay is also an opportunity to further develop her network and knowledge, getting to know the inspiring work that both experienced and young academics are conducting at IBEI. In sum, the NORTIA stay is proving to be crucial for Irene’s research and work.
